Letter to Commissioner Duheme following the MAB’s February 2026 Quarterly Meeting

Dear Commissioner Duheme,
On behalf of the Management Advisory Board (MAB) for the Royal Canadian Mounted Police (RCMP), thank you for participating in the Board’s quarterly meeting on February 24-26, 2026, held at the RCMP Headquarters in Ottawa, Ontario. Our open discussions with you and the RCMP Senior Executive Committee (SEC) continue to provide valuable insight that informs our priorities.
The MAB members appreciated the opportunity to meet again with the Honourable Gary Anandasangaree, Minister of Public Safety, and Deputy Minister Tricia Geddes. It was clear that strengthening the RCMP’s relationship with Indigenous communities remains a key priority for the Minister—and one fully shared by the Board. To support this important work, we plan to offer a meeting with the Minister to discuss how the MAB can provide strategic, impactful advice in line with our mandate.
We believe the meeting theme, Future of the RCMP Part II, was very informative and timely for the Board and the organization. In alignment with this theme, we were encouraged by the discussion on the RCMP’s response to the MAB’s advisory letter on Digital Modernization that was submitted to you earlier in February 2026. The discussion on the organization’s initial reaction was very productive and forward-looking. We were pleased to hear that you intend to formally accept all recommendations and we await hearing more about your action plan to address these at our upcoming quarterly meeting in May 2026.
The MAB also had a very constructive engagement session with the RCMP’s Border Integrity Program, from whom we learned key information about their relationships with domestic and international partners, challenges they encounter, and their recent successes. The Board was very interested and pleased to hear how the Program is ensuring the well-being of their employees in a time where resources are scarce. As you know, the Board believes that the well-being of employees is of paramount importance, particularly in a large and evolving organization such as the RCMP.
The presentation and discussion on the modernization of Specialized Policing Services was highly informative, and we look forward to supporting their efforts to recruit and retain a highly skilled workforce and enhance excellence across RCMP operations.
We also recognize the meaningful progress in transforming National Recruitment, including improved onboarding and training to help achieve the goal of hiring 1,000 personnel. The Board will continue to emphasize long-term recruitment planning and remain engaged through quarterly meetings and the Advisory Council on Recruitment.
Recognizing that leadership development is equally critical for both the RCMP and the Board, the MAB will be establishing a new Taskforce on Executive Leadership Development under our Human Resources Standing Committee.
In addition, dialogue included an update on police transitions and contract policing, including insights drawn from lived experiences from K and D Divisions. The Board was reassured by these discussions and will endeavour to receive updates at future meetings, particularly as conversations surrounding Police Service Agreements progress. Lastly, we were impressed by our visit of the National Cybercrime Coordination Centre. MAB members were given an overview of the Centre’s various units, including a demonstration of the National Cybercrime and Fraud Reporting System, National Cybercrime Solution and Malware Information Sharing Platform. The MAB learned valuable information on cybercrime and how the RCMP is facing this constantly evolving threat environment.
Despite ongoing complexities introduced by the new fiscal environment, the Board remains confident that the RCMP is equipped to effectively navigate ongoing challenges, while also looking ahead to the future of the organization. The Board will remain engaged on the implementation of the budget and its impacts moving forward, as and when needed, and within the scope of our mandate.
Our next quarterly meeting is currently scheduled for May 12-14, 2026, in Edmonton, Alberta, where we hope to continue to expand our knowledge of K Division’s unique regional realities.
