Advisory reports generated by the MAB outline findings and make recommendations to the RCMP. The RCMP must provide a written response to each recommendation.
Report on RCMP Well-being and Issues Related to Long-Term Off-Duty Sick (May 2025)
The proportion of RCMP Regular Members (RMs) on Long-Term Off-Duty Sick (LT-ODS) has significantly increased over the last decade, becoming a critical issue for the RCMP. This high rate of LT-ODS among RMs negatively impacts individual health and well-being, the RCMP’s organizational culture, and its ability to provide essential police services to Canadians. The MAB Taskforce Report examines LT-ODS and offers several recommendations to improve well-being and change the current situation within the organization.
Report on Federal Policing Sustainability (December 2023)
The MAB Taskforce Report on the RCMP’s Federal Policing Sustainability highlights the findings and recommendations of the Taskforce, related to the diminishing sustainability of the Federal Policing program.
Report on Indigenous Recruitment (October 2023)
The MAB Indigenous Recruitment Taskforce recognizes and appreciates the RCMP’s modernization agenda, the historical context of the RCMP’s complex and often difficult relationships with Indigenous groups, as well as the RCMP's contemporary commitments to reconciliation, increasing diversity and inclusion, and addressing the need to increase Indigenous representation within its workforce.
Report on the Cadet Training Program (June 2022)
The MAB Training and Education Taskforce recognizes and appreciates the importance of the RCMP within Canada and internationally. As such, it sought to support the RCMP’s commitment to evolve and modernize through conducting the following analysis of the Cadet Training Program and developing recommendations in relation to key transformations.

The MAB provided advice to the Commissioner in the following letters.
Letter to Commissioner Duheme regarding the issue of RCMP Digital Modernization (February 2026)
MAB’s advice provided to the RCMP Commissioner on modernizing the organization’s digital infrastructure. The advisory letter highlights the need for an organizational vision and strategic plan to create a strong digital foundation and proposes four main recommendations under the following themes: 1) Governance and Strategic Prioritization; 2) Funding and Investment; 3) Data Management; and 4) Future Readiness and Artificial Intelligence.
Letter to Commissioner Duheme regarding the issue of Police Services Agreements renegotiations (September 2025)
Management Advisory Board’s advice provided to the RCMP Commissioner on the organizational role regarding the renegotiations of Police Services Agreements, which are contractual arrangements with various provinces and territories that outline the terms under which the RCMP delivers policing services. The advisory letter emphasizes the importance of the RCMP clearly articulating to the Government of Canada the crucial role that contract policing plays in serving the national interest.
Letter to Commissioner Duheme regarding the issue of Procurement (October 2024)
MAB collective advice provided to the RCMP Commissioner on the issue of Procurement. This advice is in relation to the MAB’s mandate of transformation and modernization, as well as effective and efficient use of RCMP resources. The letter outlines five (5) themes within which the RCMP could focus efforts to transform and modernize their procurement practices: 1) Procurement Process, Intake, and Life-Cycle Management; 2) Resources and Recruitment; 3) Procurement Training; 4) Exceptions; and 5) Delegated Authority Levels.
Letter to Commissioner Duheme regarding the externalization of the Independent Centre for Harassment Resolution (July 2023)
MAB collective advice provided to the RCMP Commissioner on the externalization of the Independent Centre for Harassment Resolution (ICHR) in relation to the Minister of Public Safety mandate letter commitment.
Letter to Commissioner Duheme regarding Police Intervention Techniques (June 2023)
MAB collective advice provided to the RCMP Commissioner on use of less than lethal police intervention techniques, including the Carotid Control Technique. This advice is in relation to the mandate letters that were issued to both the RCMP Commissioner and the Minister of Public Safety signaling the RCMP to prohibit the “use of any neck restraints in any circumstance, along with a prohibition of the use of tear gas and rubber bullets for crowd control […].”
