Immigrate as a Francophone student

You may be able to apply to immigrate through the Francophone Minority Communities Student Pilot (FMCSP) after you complete your study program.

Who can apply
To apply for permanent residence (along with your spouse or common-law partner and dependent children) after you complete your study program, you must meet these criteria:
- You reside in Canada (outside Quebec) and plan to remain a resident.
- You have a study permit issued under the FMCSP.
- You have valid temporary resident status when you apply.
- You received a degree or diploma for a study program that
- was delivered by a participating designated learning institution (school)
- consisted of at least 2 years of full-time study
- was taught mainly in French (over 50% of the classes were in French)
You’ll apply under the pilot. You don’t need to apply through another program.
Documents you’ll need
- A copy of the degree or diploma issued with transcripts
- If a degree or diploma hasn’t been issued, you must provide a letter from the designated learning institution confirming that you completed your study program and will get a diploma or degree at a later date.
- Proof you live outside the province of Quebec
- A police certificate

Work while you wait
You’ll be able to apply for an open work permit once you’ve
- completed your study program
- applied for permanent residence
If you apply for an open work permit under the FMCSP, you’ll be eligible to work in Canada (outside Quebec) until we make a decision on your application.
You may also renew your status as an international student or apply for a visitor visa.
Family members
Your family members may also renew their status under the FMCSP or join graduates as workers, students or visitors. This includes your
- spouse
- common-law partner
- dependants
Settlement services
As a person taking part in the FMCSP, you and your eligible family members can access free settlement services
- while you study
- while we review your application
- after you become a permanent resident
You can also access free newcomer services, including
- help finding a job
- language assessment or training
- help signing up children for school
- help connecting with others in the local community
