Hire through the Economic Mobility Pathways Pilot: Find a candidate and program
Through the Economic Mobility Pathways Pilot (EMPP), you can hire skilled refugees or other displaced people to fill full-time jobs in Canada by following the instructions below.
Connect with a partner non-government organization (NGO) - optional
To hire through the EMPP, we recommend you work with a partner NGO. For a fee, these organizations will:
- help you find and hire skilled refugees and other qualified displaced people overseas
- support you as you help the candidates you choose settle in Canada

Step 1: Find eligible candidates
The partner organization you work with will help you
- identify skilled refugees or displaced candidates who match up with your job openings
- review resumes
- conduct interviews and tests
Once you find the candidate(s) you want to hire, you can offer them a job.
Step 2: Find the right EMPP stream
With help from a partner organization (if you work with one), you and the candidate will determine the EMPP stream they will apply to. They can apply:
1. directly to the federal EMPP
- We’ll assess them based on work experience, education, language skills and more.
- You can hire them for any full-time, non-seasonal job they’re qualified to fill (training, education, experience and responsibilities 0–5 categories of the National Occupational Classification 2021).
- They don’t need in-Canada experience to apply.
- If they have a job offer, they don’t need to have settlement funds or an Education Credential Assessment.
2. through the regional EMPP if they’re eligible for the:
- Atlantic Immigration Program
- Provincial Nominee Program
- Rural and Northern Immigration Pilot
Step 3: Help the candidate complete their application
The candidate must:
- apply for the economic program they chose, if they apply through the regional EMPP
- apply for the EMPP
As their employer, you may need to complete forms, or provide information, for their application. Make sure you stay in touch with them about this.
