How to get a police certificate – Vietnam

If you need to give your fingerprints for a police certificate, this isn’t the same as giving your biometrics (fingerprints and photo) for an application.

Name of the document you need

Judicial Certificate #2 or Criminal Record Certificate #2 (Phieu Ly Lich Tu Phap So 2)

Police certificate and IRCC requirements

You must provide a police certificate when you apply for:

  • permanent residence
  • citizenship
  • some temporary residence programs

How to apply

If you are a Vietnamese national

You can either:

If you live in Hanoi

If you apply online, you must submit your application via the Online Judicial Certification Registration Service of Department of Justice of Hanoi City (Dich vu dang ky cap phieu ly lich tu phap truc Tuyen – So Tu Phap Thanh pho Ha Noi). 

If your permanent residence records have been annulled pursuant Article 29, the Residence Law 2020 (available in Vietnamese only), you must:

  • get a confirmation letter from the district police in your last place of permanent residence which states that your permanent residence registration was deleted
  • use the confirmation letter to apply in person or by mail to the National Center for Judicial Records (Trung Tam Ly Lich Tu Phap Quoc Gia) (check Contact Information for the complete address).

If you are not a Vietnamese national

If you live in Hanoi, Vietnam

Apply through the Online Judicial Certification Registration Service of Department of Justice of Hanoi City (Dich vu dang ky cap phieu ly lich tu phap truc Tuyen – So Tu Phap Thanh pho Ha Noi).

If you live in a city other than Hanoi, Vietnam

You can either:
