Canada launches selection process for reviewer of administrative penalties

Ottawa, July 28, 2026—Many people who seek to immigrate to Canada or obtain citizenship rely on immigration and citizenship representatives for guidance. Immigration, Refugees and Citizenship Canada (IRCC) is taking action to protect the integrity of Canada’s immigration system and make sure representatives provide professional and ethical services.

IRCC will introduce administrative penalties and consequences later in 2026 for those who break the rules while providing paid immigration advice or representation on applications. The new system will include a review process. If a person receives a penalty, they will be able to request a review of the decision. An independent reviewer will examine the case and determine whether the penalty and consequence should stay in place or be changed or removed.

Today, IRCC is relaunching a selection process to create a pool of qualified candidates to fill two reviewer positions.

Important: If you applied in the previous selection process launched in December 2024, you must submit a new application to be considered.

The process is designed to be transparent and merit-based. The ideal candidate is

• experienced in making decisions on complex and sensitive issues
• experienced in interpreting and applying legislation, regulations, policies and directives
• proficient in both official languages

These are virtual, part-time positions open to qualified candidates across Canada.
