What is Migration and Protection Diplomacy?

The use of diplomatic tools, processes and procedures in the international sphere to advance and protect Canada’s migration and protection-related objectives.

Migration and Protection Diplomacy complements Global Affairs Canada’s overall responsibility for Canada's foreign relations

Objectives

1. To achieve broader foreign policy objectives and diversify Canada’s international relationships by leveraging Canada’s influence in migration and refugee protection
2. To advance Canadian objectives and promote greater international alignment with Canada’s views on migration and refugee protection, in order to strengthen Canada’s leadership position
3. To share Canadian experiences and learn from international best practices in order to adapt and improve IRCC’s policies and programs
4. To contribute to Canada’s international obligations and commitments on refugee protection

Pillars

1. Promoting well-managed migration systems and deterring irregular migration

• Encourage and assist other countries to implement managed migration systems with increased regular pathways
• Promote meaningful actions to discourage and prevent irregular migration
• Maintain program integrity

2. Facilitating economic growth and addressing labour market needs

• Establish and effectively manage formal bilateral mobility cooperation mechanisms
• Promote the inclusion of labour mobility in the negotiation of Canada’s trade agreements

3. Supporting other states’ efforts on settlement and integration

• Share Canada’s integration approach and best practices in multilateral and regional fora
• Strengthen other countries’ capacity to successfully integrate newcomers, with a focus on policies and programs that target vulnerable populations

4. Promoting balanced public narratives on migrants and refugees

• Lead the global dialogue on migration and refugee narratives while learning from international best practices to inform domestic initiatives
• Strengthen other countries’ capacity to implement strategies that recognize migrants and refugees’ contributions to society and curb negative attitudes about migration.

5. Contributing to international efforts for refugee protection

• Promote responsibility-sharing on refugee protection and the expansion of refugee resettlement spaces globally
• Promote Canada’s experience with refugee protection and programming, including our private/community-based refugee sponsorship and complementary pathways.

6. Responding to emerging policy issues (e.g. climate / health)

• Support the development of a robust IRCC response to the implications of emerging policy issues (e.g. COVID-19)
• Strengthen regional engagement and build the capacity of select countries to better manage migration and protection implications of emerging policy issues
• Providing information and opportunities for discussion on issues related to travel facilitation
