How we manage groups of immigration applications and documents

As of March 26, 2026, the Government of Canada has new tools (legislative authorities) to manage large groups of immigration documents and related applications, such as visas, electronic travel authorizations, and work and study permits. These tools were introduced through the Strengthening Canada’s Immigration System and Borders Act (Bill C12).

What we can and can’t do

These tools can be used to

  • cancel, suspend or change immigration documents
  • cancel or suspend application processing
  • pause application intake

They do not

  • affect asylum claims (applications for refugee protection made in Canada)
  • grant, change or revoke immigration status (such as permanent or temporary resident status)

When these tools can be used

They can only be used to address matters of public interest, such as

  • fraud
  • public health or safety risks
  • administrative errors
  • national security

How decisions are made

Each time the government uses these authorities, this approval process must be followed

Minister of Immigration, Refugees and Citizenship

The Minister proposes an action for consideration. If it affects people in Canada, the Minister of Public Safety must also agree to it.

Cabinet

Cabinet reviews the proposed order, provides advice, and considers broader impacts of the action (social, economic, etc.). This decision is not made by a single person.

Group of federal ministers chosen by the Prime Minister of Canada who make major government decisions together

Governor in Council (Governor General)

The Governor General acts on the advice of Cabinet and approves the decision through an order in council.

What is an order in council?

Legal document signed by the Governor in Council that allows the Government of Canada to implement a particular order

How Canadians are informed

To support transparency and accountability

  • orders in council are published in the Canada Gazette (the official public record of federal government decisions and regulations)
  • the Minister of Immigration, Refugees and Citizenship must table a report in Parliament and appear before a committee, if requested
