- Items included in these transfers are as follow:
- Transfer of $10.2M to Global Affairs Canada to support IRCC’s staff located at missions abroad. The costs include providing common services to staff overseas, covering salaries and benefits related to locally engaged staff hired at missions, as well as costs associated with Foreign Service Directives for which IRCC’s Canada based staff are entitled.
- Transfer of $2.1M to Canada Border Services Agency to support the operations of the Air Carrier Support Centre. This transfer represents IRCC’s contribution to Air Carrier Support Centre costs. Canada Border Services Agency implemented the Air Carrier Support Centre as a pilot to provide assistance for commercial air carriers by validating travellers’ documents used to travel by air to Canada in addition to receiving the automated board/no-board message.
- Transfer of $3M to Global Affairs Canada destined to the United Nations High Commissioner for Refugees (UNHCR). This is to support global resettlement activities undertaken by the United Nations High Commissioner for Refugees. The primary objective is to increase UNHCR capacity to conduct assessments and referrals of refugees for third country resettlement.
- Transfer of $2.2M from Royal Canadian Mounted Police to expand biometric screening in the immigration system. Funding will be used to cover biometric enrollment costs charged by visa application centres for higher volumes than anticipated in the temporary and permanent resident programs.
- Internal transfer of $7.1M from Vote 5 – Capital to Vote 1 – Operating. This transfer has a nil effect on IRCC’s reference levels and is required in order to reflect the current requirements for various projects such as the biometric expansion, the temporary foreign workers interface and multi-year levels plans.
