COW – Security Screening Process – May 28, 2026

Canada has a multi-layered immigration screening system to help protect public safety and the integrity of our immigration system. We work closely with Canada Border Services Agency (CBSA) and Canadian Security Intelligence Service (CSIS) to identify risks and screen people at every step of their immigration journey.
We also exchange information with domestic and international partners to confirm people's identity and enhance screening.

Before Coming to Canada

Immigration, Refugees and Citizenship Canada (IRCC) initially screens people when they apply for a visa, electronic travel authorization (eTA), work or study permit, or for permanent residence.
Depending on the application, we may collect their fingerprints (biometrics) and a photo, conduct a background check or request a medical exam. If we discover certain risk factors or we have concerns, we'll send the application to CBSA and at times CSIS for security screening.
Security partners will make a recommendation to IRCC, and IRCC will make the final decision on the application.

Another layer of screening happens at airports and other ports of entry like land and marine borders. Passengers are screened before boarding their flight to Canada, and screened again when they arrive. CBSA officers make the final decision on whether they can enter—even if they have a valid visa or eTA.

People are screened again if they apply for citizenship, protected status, or if they submit a new application for temporary or permanent residence.
