COW – Impacts of Francophone Immigration on Quebec's Own Immigration – May 28, 2026
- We continue to collaborate with Quebec on shared immigration priorities under the Canada–Québec Accord that preserve Quebec's distinct identify and French language.
- We assess a person's intention to settle outside of Quebec, based on the destination declared by the applicant, ties to certain provinces, and supporting documents. If an officer is not satisfied that they will settle outside of Quebec, they may refuse the application.
- We are also supporting communities to help them recruit, integrate and retain newcomers, including:
- the Welcoming Francophone Communities initiative includes $11M over four years to expand from 14 to 24 communities.
- the Francophone Immigration Support Program that has funded 19 projects with approximately $14.4M to date to recruit French-speaking and bilingual talent, stimulate the local economy and support Francophone minority communities.
- the Francophone Community Immigration Pilot partners with six Francophone minority communities in New Brunswick, Ontario, Manitoba, and British Columbia to attract and retain skilled workers.
- Our data does not show a significant trend of secondary migration to Quebec from French-speaking immigrants destined outside the province.
- Permanent residents have mobility rights under the Canadian Charter of Rights and Freedoms and can choose to live in any province or territory.
