COW – Government of Canada Approach to Talent Attraction – May 28, 2026
- The Talent Attraction Strategy focuses immigration on high-skilled talent to fill labour gaps where Canadians are not available, and to strengthen in-demand sectors in communities across the country.
- We are working closely with Employment and Social Development Canada, Innovation, Science and Economic Development Canada (ISED), and Health Canada to deliver the strategy.
- To date we have launched several initiatives:
- Creating new ways for doctors with Canadian work experience to apply for permanent residence.
- Making the immigration process faster for PhD students and easier for graduate students in public learning institutions.
- Adding new Express Entry categories to prioritize top talent, including physicians, senior managers, and researchers working in Canada.
- These initiatives add to ISED's $1.7B Canada Global Impact+ Research initiative (Impact+) to recruit over 1 000 world-leading researchers.
