COW – Commitments for Levels – May 28, 2026
- We are bringing immigration back to sustainable levels.
- Our Immigration Levels Plan:
- reduces temporary resident (TR) levels;
- stabilizes permanent resident (PR) targets;
- strengthens Francophone immigration outside Quebec.
- Our efforts are working. The temporary population has declined significantly and we are reducing pressures on communities, including social services and the cost of rental housing.
- Our targets keep new PRs at less than 1% of the population beyond 2027 and will reduce the total number of TRs to less than 5% of Canada's population by the end of 2027.
- To strengthen Francophone minority communities, we are aiming to have Francophone immigrants represent 12% of PRs outside Quebec by 2029.
