On September 27, 2023, Statistics Canada released its new population estimates for non-permanent residents in Canada. As of July 1, 2023, an estimated 2,198,679 non-permanent residents lived in Canada, a 46% increase from the same date one year prior (1,500,978).
Canada’s population growth is almost entirely (98%) coming from either net permanent or temporary immigration. Only 2% came from the difference between births and deaths.

Statistics Canada data will enhance planning around housing, infrastructure, healthcare, and education at the federal and provincial levels; allowing us to continue to benefit from the important contributions of non-permanent residents.
IRCC acknowledges the pressures our social services are facing and is currently working with federal partners, like Infrastructure Canada and the Canadian Mortgage and Housing Corporation (CMHC) to develop a whole-of-government approach to immigration levels planning, with a particular focus on Canada’s infrastructure and housing capacity.

If pressed on immigration Levels: The Government of Canada will continue welcoming newcomers who bring the skills our economy needs to grow.
If pressed on unhoused asylum claimants in Toronto and elsewhere: We recognize the immediate crisis related to shelter space and homelessness. The renewal of the Interim Housing Assistance Program (IHAP) and the additional funds of $97M directed to Toronto for interim housing expenses in 2023, are a critical federal investment to help address pressures faced by the City.
If pressed on International Students: The Department is undertaking a review of the program to examine how it can better select and retain students while ensuring that they are well-supported while in Canada.
