CIMM – Immigration Responses to Recent Crises – November 25, 2024

Key Messages

• As global displacement intensifies and becomes more complex, Immigration, Refugees and Citizenship Canada (IRCC) is increasingly being called upon to respond to a range of unique humanitarian situations that necessitate migration responses.
• To respond to recent crises and pressing humanitarian situations in Sudan, Gaza, Lebanon, Ukraine, and Afghanistan, Canada has employed a mix of permanent and temporary measures to address the unique needs of each situation.
• Our recent initiatives have focused on facilitating family reunification and providing facilitative measures as well as permanent or temporary pathways to Canada for those with humanitarian needs.
• Situations are examined on a case-by-case basis, as each crisis that Canada responds to is different from those that came before it. IRCC engages and collaborates with diaspora communities in Canada to help determine our response.

On intake caps:

• Program intake caps are a standard practice in public policies, and they take into account a number of considerations, including the evolving situation on the ground, resources available to process applications and provide settlement supports, and other immigration pathways available for the target population.
