• Since 2023 (up to October 31, 2024), Canada has welcomed approximately 8,100 caregivers and their family members through dedicated pathways to permanent residence.

Key Messages

• The 2025-2027 Levels Plan reduces admission targets for Federal economic pilots, which include Caregivers, to 10,920 admissions in 2025 and 9,920 in 2026 and 2027.
• The Plan continues to ensure spaces for home care workers in recognition of their important role in supporting Canadian families with home care needs.
• As announced in June 2024, two new home care worker pilot programs will be introduced in early 2025 and will include direct access to permanent residence (versus the two-step process of the 2019 Pilots) and provide a broader range of employers with access to the workers they need.
• Caregivers that applied under the 2019 pilot programs will continue to arrive in Canada through this year and next and, as they complete the necessary work experience, transition from temporary to permanent residence.

Supplementary Information

• As of October 31, 2024 there are approximately 36,750 persons (principal applicants and dependents) in the Caregiver inventory. The majority of these caregivers are working to complete the work experience required to obtain permanent residence, or are at an earlier stage in processing.
• There are approximately 5,100 caregivers in Canada who are not on a permanent residence pathway. These workers will have improved opportunities to transition to permanent residence through the new pilot programs, which feature the more facilitative language and education requirements that emerged as lessons learned from the 2019 pilots.
