CIMM – Summary of the Immigration and Refugee Board’s 2021-2022 Supplementary Estimates (C) – March 3, 2022

Key Messages

• The Immigration and Refugee Board’s (IRB) 2021-2022 Supplementary Estimates (C) include $2M towards the 2021-2023 Immigration Levels Plan, which was tabled in October 2020. 
• The additional funding will increase the IRB’s capacity to support the Government’s objective to welcome new permanent residents, while contributing to the security of Canadians and the integrity of Canada’s immigration and refugee systems.
• Particularly, it will support and increase the IRB’s decision-making capacity related to admissibility and detention review hearings of permanent residents
• The IRB’s total authorities to date for 2021-2022, excluding the supplementary estimates, equal $295M. The source of this funding is as follows:
  • $283M from the 2021-2022 Main Estimates
  • $11M from 2020-2021 unspent funding, brought forward to 2021-2022 through the operating budget carry forward
  • $1M allocated in Supplementary Estimates (B) for collective agreement and Phoenix damages

IRB’s 2021-2022 Funding

• In July 2020, the Government extended the IRB’s temporary funding through 2023 by allocating $150M to each fiscal year 2021-2022 and 2022-2023, to enhance Canada’s asylum system and boost capacity in order to finalize 50,000 asylum claims and 13,500 appeals each year. 
• $23M of the $150M of temporary funding has been reallocated to Public Services and Procurement Canada and Shared Services Canada for accommodations and IT infrastructure services.
