Program delivery update: Experts on mission working for a United Nations office in Canada

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

August 3, 2018

New program delivery instructions on processing work permit applications for experts on mission, working for a United Nations (UN) office in Canada are now available.

There are cases where non-accredited foreign nationals are engaged for more than 30 days, by a UN office in Canada, as experts on mission, and they do not enjoy immunity from immigration requirements.

If the employer receives written consent from the Office of Protocol at Global Affairs Canada, the foreign national may be eligible to apply for a work permit application, under the significant benefit provision outlined in paragraph 205(a) of the Immigration and Refugee Protection Regulations and under Labour Market Impact Assessment exemption code C10.
