The instructions for officers processing foreign nationals entering Canada under Reciprocal employment general guidelines [R205(b) – C20] have been updated as follows:
Scope clarified: R205(b) allows employment in Canada when it creates or maintains reciprocal opportunities in other countries for Canadians or permanent residents of Canada.
The interpretation above applies to all applications submitted in the reciprocity category under administrative code C20, regardless of submission date.- Eligibility refined: Reciprocity does not have to be strictly bilateral between two countries. Multinational companies may demonstrate reciprocity across international offices. However, the foreign national must already have an employer–employee relationship with the organization abroad before consideration; starting their employment only upon arrival in Canada does not meet the reciprocity requirements.
