Program delivery update: Travel documents for a grant of citizenship for an adopted person

New guidance has been developed regarding travel documents for adopted persons who have been granted citizenship under section 5.1 of the Citizenship Act:

  • Facilitation visas have been replaced by special authorizations.
  • 5.1 applicants do not meet the requirements to be issued a special authorization.
  • Facilitation visas or special authorizations should no longer be offered to 5.1 applicants.
  • If there is an urgency for the adopted person to travel to Canada following the grant of citizenship that does not allow for the adopted person to wait for the citizenship certificate, the applicant must be advised that a limited validity passport (LVP) may be issued to the adopted person.
