Program delivery update: Extension of Sudan Temporary Measures

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

November 12, 2025

Temporary measures for individuals impacted by the conflict in Sudan have been extended until October 28, 2026. This means that:

  • Sudanese nationals and eligible foreign national family members of Canadian citizens and permanent residents in Canada can continue to extend their temporary resident status or change the conditions of their stay and remain exempt from paying associated fees.
  • Sudanese nationals who are ready to be approved for a permanent resident visa (PRV) to come to Canada remain exempt from the requirement to hold a passport or travel document.

Please note that fee waivers are no longer in place for limited validity passports, temporary passports, emergency travel documents (ETDs), Canadian citizenship certificates and permanent resident travel documents.
