Program delivery update: Study permits — provincial or territorial attestation letters (PAL/TAL)

On January 22, 2025, the Minister of Immigration, Refugees and Citizenship Canada (IRCC) announced the student permit application intake cap for the 2025 allocation period.

As per the new Ministerial Instructions (MIs), the 2025 allocation period came into effect on January 22, 2025, at 12:00AM EST and is valid until December 31, 2025, at 11:59 PM EST. The new MIs specify the maximum number of study permit applications that IRCC may accept for processing, as well as categories of study permit applications that are excluded from the MI’s requirements.

The program delivery instructions for provincial or territorial attestation letters have been updated to provide guidance on processing applications received under the previous 2024 allocation period as well as the new 2025 allocation period.
