Program delivery update: Financial resources for study permit applicants

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

November 25, 2025

The cost-of-living amounts for study permit applicants have been updated. This change will apply to new study permit applications received by Immigration, Refugees and Citizenship Canada (IRCC) on or after September 1, 2025. The amounts are posted on the IRCC website.

These amounts will be adjusted each year, similar to other immigration programs, as Statistics Canada updates the low-income cut-off (LICO).

Officers use their discretion when determining whether applicants have demonstrated sufficient and available funds to meet the requirements of section R220.
