Program delivery update: Collection of fees for temporary resident permits

Changes were made to clarify that, in any case, the temporary resident permit (TRP) fee must be received before TRP assessment can occur. In addition, instructions were updated to clarify that the TRP fee exemption with a work or study permit application only applies for individuals identified under paragraph R298(2)(a).
