Changes to the Settlement Program Terms and Conditions expanded eligibility for settlement services to a broader cohort of Palestinians arriving from Gaza. Program delivery instructions have been updated to include eligibility for settlement services and guidance for when the MOME2023 remark should be issued on the eligible client’s temporary resident documents.
This remark is used by service provider organizations (SPOs) to determine whether a client is eligible to access federally-funded settlement services. IRCC may also use this notation in determining eligibility for transitional financial assistance.
