In order to align with Ministerial Instructions 75 (MI75), the following changes were made to the instructions surrounding provincial or territorial attestation letters for study permit applications:
- update of the terminology from provincial attestation letter (PAL) to provincial or territorial attestation letter (PAL/TAL)
- removal of two exceptions
- addition of new exceptions
- additional examples of documentary evidence of proof of exception
