Program delivery update: International Experience Canada (IEC) – Regulation Changes to R204(d)

The instructions related to the International Experience Canada (IEC) bilateral agreements and arrangements have been updated to reflect the new regulatory changes, which came into effect on December 18, 2024.

The IEC’s authority to issue work permits will transition from paragraph 205(b) to paragraph 204(d) of the regulations. The updated regulation is as follows:

204 A work permit may be issued under section 200 to a foreign national who intends to perform work under:

  • (d) a youth mobility agreement or arrangement between Canada and the government of a foreign state or the competent authority of any other foreign territory, or between Canada and an international or domestic organization, that would create or maintain reciprocal employment for Canadian citizens in a foreign state or territory.

The current regulation is as follows:

205 A work permit may be issued under section 200 to a foreign national who intends to perform work that:

  • (b) would create or maintain reciprocal employment of Canadian citizens or permanent residents of Canada in other countries;
