Program delivery update: Quebec investors – Issuance of open work permits to candidates who have received a Quebec notice of intent to select

On January 1, 2024, a new agreement will come into force between Canada, represented by the Minister of Citizenship and Immigration, and Quebec, represented by the Quebec ministre de l’Immigration, de la Francisation and de l’Integration (MIFI). Under the agreement, selected investor candidates who receive a Quebec notice of intent to select letter are eligible to apply for an open work permit under the administrative code T10.

Instructions were developed to provide clients with information on how to self-identify when they complete the work permit application form.
