Program delivery update: Quebec economic classes

Processing instructions have been updated to make explicit that, when determining eligibility, IRCC only considers if we have received a Quebec Selection Certificate.
In addition, the following changes have been made:
- A “Humanitarian and compassionate considerations under R71(c)” section has been added as CSQ H10 category (humanitarian class) does sometimes come up in economic applications for applicants that are in situations of distress or hardship.
- Under “Approving the application,” the link for up-to-date instructions for “Permanent residence: COVID-19 program delivery” has been inserted.
- The name of the Quebec immigration ministry has been updated.
- CIO-Sydney has been changed to PR portal throughout the Quebec economic classes instructions pages.
