Program delivery update: Public policy to issue an open work permit to certain post-graduation work permit (PGWP) holders – April 6 to December 31, 2023

A new temporary public policy has been introduced to allow eligible present and former post-graduation work permit (PGWP) holders to apply between April 6, 2023, and December 31, 2023, for an open work permit that will be valid for up to 18 months. In order for applicants to be considered under this policy

  • their PGWPs must have expired or be expiring between September 20, 2021, and December 31, 2023
  • their applications must be received on or after the effective date (April 6, 2023) and on or before the expiry date (December 31, 2023), or the date of revocation if applicable

These instructions provide guidance for issuing the additional open work permit while the public policy is in effect.
