Program delivery update: Temporary residents – Dual intent

This update includes an extensive revision of the dual intent instructions. This includes:
- Expanded language around the spirit of the law, that the existence of two different intents is legitimate according to A22(2) and should be viewed as complementary, not contradictory
- A section on Temporary Resident to Permanent Resident Programs, reminding officers that Canada actively promotes these programs to foreign nationals and that Canadian work experience is a strong indicator for successful settlement
