Program delivery update: Issuing certificates for Language Instruction for Newcomers to Canada (LINC) and Cours de langue pour les immigrants au Canada (CLIC)

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

August 19, 2022

As part of the Language Instruction for Newcomers to Canada (LINC) and Cours de langue pour les immigrants au Canada (CLIC) programs, clients receive a certificate indicating the Canadian Language Benchmark (CLB) or Niveaux de compétence linguistique canadiens (NCLC) levels they have achieved. Clients may use these certificates as proof of language skills in their application for Canadian citizenship.

Recipients of IRCC funding for delivery of language instruction should be advised that, effective September 1, 2022, they may also issue LINC or CLIC certificates to clients via email, ensuring they follow security protocols when transferring these documents, which are deemed Protected A.
