Program delivery update: Processing of protected persons’ applications for permanent residence

Updated instructions are available to assist IRCC staff in making eligibility and admissibility decisions for REF-CDA applications.
The foreign police certificate requirements have changed in order to align with other permanent resident classes. Police certificates, clearances, or records of non-conviction are required for all applicants 18 years of age and over for
- the country of residence before coming to Canada (unless this is the country of persecution), if the applicant has resided there for 6 months or more, and
- the country where the applicant has spent most of their adult life since the age of 18 (unless this is the country of persecution)
A biometric section has been added to reflect the temporary public policy exempting permanent residence applicants from the requirement to provide new biometrics in support of their application for permanent residence, as long as they’ve given their biometrics in support of an application within the last 10 years.
