On June 30, 2020, China passed a national security law for the Hong Kong Special Administrative Region (Hong Kong), which criminalizes “secession, subversion, terrorism and collusion with foreign forces,” providing very broad definitions for these crimes.
These instructions provide special operational measures for certain residents of Hong Kong affected by the national security law who wish to come to or stay in Canada. They are supported by public policy under section 25.2 of the Immigration and Refugee Protection Act.
