Program delivery update: Foreign physicians coming to work in Quebec

Operational bulletin (OB) 650 – Instructions for processing work permits for foreign physicians coming to work in Quebec has been modernized and incorporated into the temporary residence program delivery instructions (PDIs).

To meet the needs of the Quebec Ministère de la Santé et des Services sociaux (MSSS) and to address a shortage of French-speaking physicians in underserved regions, IRCC has committed to making it easier to get a work permit with a Labour Market Impact Assessment (LMIA) exemption under exemption code C10 (significant benefit).
