The instructions have been updated following the Minister’s decision of April 30, 2019, to eliminate the list of designated countries of origin (DCOs). The list was eliminated May 10, 2019. The instructions have been updated to include a public policy that has been established to allow the issuance of work permits to people who applied during the 180 days before May 10, 2019.
