Program delivery update: New instructions on assessing study permit conditions

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

January 7, 2019

New program delivery instructions (PDIs) are available for the purpose of assessing if a study permit holder is or has been compliant with study permit conditions, per subsection 220.1(1) of the Immigration, Refugee and Protection Regulations.

These PDIs support the International Student Compliance Regime, which was launched in 2014, following regulatory changes that require all study permit holders to actively pursue their studies while in Canada. These PDIs also provide clarity regarding Immigration, Refugees and Citizenship Canada’s definition of “actively pursuing studies”.
