Program delivery update – September 25, 2017

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

New program delivery instructions on delegations and approvals needed for a citizenship ceremony, and general updates to citizenship ceremony information

  • Delegations and approvals needed for a citizenship ceremony: A new program delivery instructions (PDIs) page has been created as a reference for citizenship staff about obtaining the necessary delegations and approvals for a citizenship ceremony. As a result, various pages have been updated: minor editorial changes were made, references to obtaining approvals were removed, and a link to the new PDIs page was added.
  • “Notification of Prominent Guest Attending a Citizenship Ceremony” form [CIT 0503]: The instructions were updated to reflect those requiring approvals.
  • Presentation of certificates at citizenship ceremonies: The “Mega ceremonies” section was updated regarding delegation.
  • Working with hosts and sponsors: Instructions on certificates of recognition for organizations were added, along with a new hosting agreement for citizenship ceremonies hosted at Parks Canada. Instructions on federal cabinet ministers hosting ceremonies and on partnering with a province, a territory, a municipality or the Institute for Canadian Citizenship were removed.
  • Sample information sheet: Information was added about the presence of children, appropriate dress and the record of landing. Erroneous information about the citizenship certificate was corrected.
  • Working with the Royal Canadian Mounted Police and other police forces: The participation of police forces was expanded.
  • Working with volunteers: Instructions on certificates of recognition for volunteers were added.
