New instructions for the temporary entry of business persons under the Canada-European Union (EU) Comprehensive Economic and Trade Agreement (CETA)

September 21, 2017, is the effective date for the Canada-European Union (EU) Comprehensive Economic and Trade Agreement (CETA). The new instructions provide information on the provisions contained in the Agreement and guidance for officers assessing applications for Labour Market Impact Assessment (LMIA) exempt work permits.

The agreement contains provisions for the temporary entry and stay of EU member state citizens coming to Canada for business purposes under the following categories:

  1. Key personnel: including intra-corporate (company) transferees, investors, and business visitors for investment purposes;
  2. Contractual service suppliers and independent professionals; and
  3. Short-term business visitors.

Applicants from EU member states applying under CETA should be processed under the following new LMIA exemption codes:

  • Intra-corporate (company) transferees (includes graduate trainees) – T44
    • Spouses of intra-corporate (company) transferees – T45
  • Investors – T46
  • Professionals
    • Independent professionals – T43
    • Contractual service suppliers – T47
