Program delivery update – March 22, 2017

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

New instructions on collecting administrative monetary penalties and determining when employers are in default of payment

Summary

The new program delivery instructions (PDIs) provide guidance on how to determine when a non-compliant employer is in default of an administrative monetary payment and on roles and responsibilities, mainly for the Case Management Branch and the Financial Operations Branch, when employers are in default.

It should be noted that instructions on collection are directed to Case Management Branch and Financial Operations Branch officers only.

These PDIs support the employer compliance regime, as part of the changes to the International Mobility Program introduced in December 2013 and strengthened in February 2015.

In addition, the following pages have been updated: the temporary workers landing page, the legal references related to temporary residents page and the key contacts page.
