Intake

Applicants are required to submit a paper application. All applications under the temporary public policy must be submitted to IRCC’s Humanitarian Migration office in Vancouver (HM-V). To facilitate intake identification, applicants should label their envelopes as follows when submitting applications:

This public policy will be in effect from January 22, 2024, to January 21, 2027, inclusive. Applications must be received on or before the date the public policy expires.

Application date

The received and lock-in date is the received date of the application.

Requirements for submitting an application

Applicants must submit their application to the intake office, including all mandatory forms and information as outlined below:

• Generic Application Form for Canada [IMM 0008E (PDF, 652 KB)]
• Schedule A – Background/Declaration [IMM 5669 (PDF, 776.39 KB)]
• Additional Family Information [IMM 5406 (PDF, 570 KB)]
• Use of a Representative [IMM 5476 (PDF, 648.31 KB)], if applicable
• Authority to Release Personal Information to a Designated individual [IMM 5475 (PDF, 1.76 MB)], if applicable
• Photocopies of the passports or travel documents of the principal applicant and their accompanying family members

As indicated in the Document Checklist [IMM 0203 (PDF)], all other supporting documents may be requested at a later stage, during the processing of the application. Applications should not be returned if supporting documents are missing.

IRCC will send an acknowledgment of receipt to the applicant once the application is created in the Global Case Management System (GCMS).

Fees

Applicants are not required to pay the following fees:

• the fee for processing a permanent residence application – waiver code 999
• the fee for the collection of biometrics (including the maximum fee for a family) – waiver code B12
• the fee for acquiring permanent resident status – waiver code R14
