Approving the application
When all requirements are met, IRCC officers
- ensure that the applicant and their family members are still eligible for admission, which includes confirming that their medical results and background checks are still valid
- enter a final decision in the Global Case Management System (GCMS)
- generate the Confirmation of Permanent Residence for the applicant and accompanying family members
Note: The principal applicant and their eligible family members must be physically present in Canada at the time they are granted permanent residence.
Refusing the application
If the officer determines that the applicant has not met the eligibility or admissibility requirements, the officer should refuse the application.
If the applicant fails to fulfill the biometric information requirement, the officer may refuse the application for non-compliance.
All refused applications must receive a formal refusal letter. When an application is refused, the processing office must
- enter a final decision in GCMS
- send a letter to the principal applicant explaining the reasons for the refusal
Withdrawing the application
If the applicant requests to withdraw their application under the public policy, IRCC will send a letter to inform the applicant when the withdrawal of the application has been accepted.
