Quebec economic classes: Determining admissibility
This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.
The principal applicant and their family members, whether accompanying or not, must complete medical examinations, and pass criminal and security checks.

If there are no indications of a possible refusal on statutory grounds (concerns about possible criminality or concerns related to security, medical or relationship issues), the interview may be waived.
Changes in family composition
The applicant must advise IRCC of any changes to their family composition (e.g., birth of a child, marriage, divorce, etc) before permanent residence is granted. According to the IRPR, a visa officer can only issue a permanent resident (PR) visa if it has been established that the applicant and all family members, whether accompanying or not, are admissible.
Additional family members have to be assessed and the applicant must provide IRCC with the Additional Family Information (PDF, 570KB) form and pay the applicable fees online.
In addition, a CSQ is required for the applicant and all accompanying family members who will reside in the province of Quebec. If the applicant has requested to have a family member added to the application, advise the applicant to contact the responsible MIDI office and provide them with the names and birth dates of any additional family members.
