Permanent residence applications from live-in caregivers: Additional procedures for Quebec applicants

Live-in caregivers destined to Quebec as permanent residents, along with all accompanying family members, must obtain a Quebec Selection Certificate (CSQ). After it is determined that these applicants are eligible under the Live-in Caregiver Program (LCP), the Case Processing Centre (CPC) sends a copy of the application for permanent residence with a covering letter to the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI). If Quebec accepts the applicant, the MIFI issues a CSQ and sends a copy to the CPC. If not, the MIFI sends the CPC a copy of the refusal letter.
If an applicant meets the federal LCP requirements, but Quebec does not issue a CSQ, the CPC informs the applicant that they have the option of being admitted to another province or territory. If the applicant moves to another province or territory, they must provide proof of their new place of residence (such as a copy of their lease agreement). The CPC can then finalize the case.
If the applicant chooses not to move to another province or territory, the CPC refuses the application and sends a refusal letter to the applicant, citing their inability to comply with the requirements for a CSQ.
