Application process and who can apply (Interim Pathway for Caregivers)

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

Who can apply

Caregivers can apply if they have the ability to become economically established in Canada, intend to reside in a province other than Quebec and meet all of the following criteria:

  • They are authorized to work in Canada on a work permit other than a Live-in Caregiver Program work permit.
  • Since November 30, 2014, they have acquired at least 1 year of full-time Canadian work experience on a temporary foreign worker work permit in an eligible occupation (that is, National Occupational Classification [NOC] 4411 and NOC 4412 for occupations other than housekeeper).
  • They meet the minimum language proficiency threshold set for that occupation.
  • They meet the minimum education requirement.

Submitting an application

All applications for permanent residence under the Interim Pathway for Caregivers must be submitted to the Case Processing Centre in Edmonton. The envelope used to submit the application must clearly state “Interim Pathway for Caregivers”.

Eligibility for processing

There is no cap on the number of complete applications Immigration, Refugees and Citizenship Canada (IRCC) can receive and process under this public policy. IRCC is accepting and processing complete applications submitted between March 4, 2019, and June 4, 2019, as well as those submitted between July 8, 2019, and October 8, 2019. Applications must be submitted in accordance with the requirements specified in section 10 of the Immigration and Refugee Protection Regulations and in the application kit to be considered complete and eligible for processing.
