Regional Economic Mobility Pathways Pilot (Regional EMPP): Putting an application into processing

This section contains policy, procedures and guidance used by IRCC staff. It is posted on the department’s website as a courtesy to stakeholders.

Following a positive completeness check and a determination that the principal applicant meets the Regional EMPP public policy selection criteria, the Resettlement Operations Centre (ROC) does the following:

  1. creates a file in the Global Case Management System (GCMS) in the “Category” field
    • enters “RNP” for a Rural and Northern Immigration Pilot (RNIP) application or
    • enters “AIP” for an Atlantic Immigration Program application
      • enters 1 of the following 4 subcategories for AIP based on the National Occupational Classification (NOC) skill type or level or Training, Education, Experience and Responsibilities (TEER) categorization:
        • were HS 0 (work experience, responsibilities and education—highest skill) for job offers with NOC skill type or TEER category 0
        • were HS A/1 (high skill) for job offers with NOC skill level A or TEER category 1
        • were IS B/2-3 (intermediate skill) for job offers with NOC skill level B or TEER category 2 or 3
        • were BS C/4 (basic skill) for job offers with NOC skill level C or TEER category 4 or
    • enters “PV2” for a Provincial Nominee Program application
  2. in the “Special Program(s)” field in GCMS, enters “EMPP”
  3. GCMS will generate the Lock-In Date for the economic pathway under which the applicant is applying:
  4. waives the applicable processing fee and enters the exemption fee “999” in GCMS
  5. enters exemption fee code “D01” for the biometrics fee and cancels the auto-generated biometric instruction letter (BIL) (for applicant and all dependents if applicable) under the “Correspondence” tab
  6. records the GCMS file number in the tracking document
  7. sends an acknowledgment of receipt to the applicant informing them that their file has been placed into processing
  8. transfers the file to the mission abroad in accordance with existing file transfer policies
  9. asks for biometrics collection according to the Biometrics for EMPP instructions
  10. creates the IFHP according to the Processing Interim Federal Health Program (IFHP) for EMPP instructions

Once an application for the Regional EMPP has been assessed as complete under section 10 of the Immigration and Refugee Protection Regulations (IRPR), the application is put into processing.

Processing family members

The ROC receives the application, and if it is determined that the application submitted under the Regional EMPP should be triaged, the application is transferred to the relevant processing office, where both the principal applicant and all family members are processed.
