Regional Economic Mobility Pathways Pilot (Regional EMPP): Making a final decision

Approving an application
Decision makers should apply existing program-specific guidance when approving an application:
- Rural and Northern Immigration Pilot (RNIP): Admissibility and making a final decision
- Processing Provincial Nominee Program (PNP) applications: Making a final decision on the application
- Atlantic Immigration Program (AIP): Admissibility and making a final decision
Because Regional EMPP applicants live outside of Canada, officers will send the Confirmation of Permanent Residence (CoPR) and permanent resident visa (if applicable) to the applicant’s address outside of Canada. Foreign nationals outside Canada who have been issued a permanent resident visa must present their visa at a port of entry to become a permanent resident.
Since EMPP applicants live outside of Canada, officers should
- indicate the applicable visa office as a secondary office in the Global Case Management System (GCMS)
- send the ready for visa letter for the country in which they reside so that the principal applicant or family members abroad can submit their passports to the closest mission for visa issuance
Application that does not meet the Public Policy eligibility requirements

Refusing the application
Decision makers should apply existing guidance when refusing against economic program-specific selection criteria. Since refusals are based on selection criteria, the existing refusal letter (available on the GCMS T: drive) should be used.
