Atlantic Immigration Pilot Programs (AIPP): Application process and who can apply

The Atlantic Immigration Pilot Programs (AIPP) closed on December 31, 2021 with the expiration of the pilot bilateral agreements. The Ministerial Instructions will expire on March 5, 2022. These grant IRCC the authority to continue accepting pilot applications until March 5, 2022 (processing may continue beyond this date, as long as the complete applications were received by March 5, 2022). Any pilot applications received as of March 6, 2022, should be rejected by CIO.
IRCC will start accepting PR applications under the Atlantic Immigration Program (AIP) as of March 6, 2022.
Who can apply
Those eligible to apply are foreign nationals who have the ability to become economically established in Atlantic Canada, intend to reside in a province in the Atlantic region, and meet all of the following pass or fail criteria:
- Provincial endorsement;
- minimum education requirements;
- minimum language proficiency requirements;
- minimum work experience in a qualifying occupation within the 3 years before the date of application including: the employment requirements relevant for the occupation identified in the job offer, as listed in the National Occupation Classification (NOC) description;
- minimum job offer requirements (see Employment requirements);
Submitting an application
All applications for permanent residence under the Atlantic Immigration Pilot programs must be submitted online or on paper to the Centralized Intake Office (CIO) – Sydney.
Eligibility for processing
A maximum of 2000 complete applications, under the Atlantic Immigration Pilot program, will be processed in 2017 as authorized by Ministerial Instructions. Applications must be submitted in accordance with the requirements specified in R10 and in the application kit to be considered complete and eligible for processing.
