How to submit a proposal
You can submit your proposal by email with the subject line “SIP-ECA-CSP-2024 – PROPOSAL – [Organization name]” to the following email address:

Email is the preferred submission method for proposals. If you choose to submit a paper copy of your proposal, you can deliver it in person, by regular or registered mail, or by courier to the following address:

If you choose to submit a paper copy of your proposal, do not bind materials in a way that could prevent easy copying and distribution.
After submitting a proposal
Once you have submitted your proposal, we will begin the Completeness Check, as described in the Evaluation and Designation Processes section of this CSP.
We will treat your proposal and any related documentation with sensitivity, and we will not share it beyond the Eligibility/Evaluation Committees and supporting staff.
We will not return proposals submitted in response to this CSP.
Service Standards
After we receive your proposal, we will send you:
- a letter confirming we have received a complete proposal within ten (10) business days
- a notification of the result of the Stage 1: Eligibility Process within forty (40) business days.
Note: If your proposal is successful in passing the Stage 1: Eligibility Process, we will begin the Stage 2: Evaluation Process. If your proposal fails to meet the requirements of the Stage 1: Eligibility Process, we will not give your proposal further consideration.
