Can cannabis cause impairment?
Corporal Mark Skinner, RCMP: The simple fact is that cannabis impairs your ability to operate a motor vehicle safely.
Dr. Phil Tibbo, Professor, Psychiatry: It can affect your cognitive abilities: memory, concentration, attention, even motor skills as well.
Corporal Mark Skinner, RCMP: Alcohol impairs your ability to operate a motor vehicle; cannabis will do the same thing.
Constable Joel Arsenault, RCMP: So the police officer will follow the vehicle, he'll observe the vehicle's driving pattern. Is he zig-zagging within the lane? Is he speeding? Is he going below the speed limit? At which point the officer is going to make that decision to either pull the vehicle over, continue following him, or just let the vehicle go.
Corporal Mark Skinner, RCMP: if a police officer has reasonable grounds to suspect you are impaired by cannabis, they can take you back to the police station and conduct systematic, standardized, twelve-step evaluation.
Constable Joel Arsenault, RCMP: If you use cannabis, don't drive.
